Medical College and Hospital

A public charitable trust named Bokaro Ispat Educational Trust was formed and registered in the year 2007 for the purpose of establishing institutions for Medical, Engineering and Management Studies in Bokaro Steel City. As earlier, SAIL/Bokaro Steel Plant being a public sector was not eligible to open a Medical College, the trust had initiated for setting up a medical college and hospital in Bokaro Steel City in the year 2007. A good progress was made such as obtaining of Essentiality Certificate from Govt. of Jharkhand, Consent of affiliation from Vinoba Bhave University, Hazaribag and submission of a detailed application to Medical Council of India (MCI) along with a DD of Rs. 3.5 lacks.



M/s HSCC (India) Ltd, a Govt. of India Undertaking having vast experience of setting up of the medical colleges both in India and abroad was appointed as a Consultant. The project of a medical college with an annual intake of 100 students and a separate Hospital of 500 beds was found to be financially feasible by the consultant. The total fund required was Rs. 360 Crores in three years. The trust decided to go for PPP Approach in which a selected partner was to run the institute on BOO basis and SAIL was requested to provide the following support:

  1. A seed money of Rs. 50 Crores (Rs. 10 Crores as free donation and Rs. 40 Crores in form of interest free refundable advance).
  2. Free allotment of 50 acres of land.
  3. Permission to use BGH for the proposed Medical College for 2-3 years.

Bokaro Steel Plant had forwarded three board notes to the Corporate Office for providing the required support to the Trust. The approval was awaited.

Meanwhile in December 2008 the MCI amended the eligibility criteria for opening of a Medical College under which any company registered under Companies Act is eligible to open a Medical College. After this amendment, the Trust reviewed the Project and requested SAIL/BSL to take up the job of establishing a Medical College initiated by the Trust. The Trust handed over all the materials/documents generated in course of setting up of the Medical College. Now, the Medical College is being set up by SAIL/BSL and the Trust has offered to continue its support.

Engineering College

The Trust has a plan of setting up an Engineering College at Bokaro of Steel City. The feasibility is being worked out.

ITI

Background

CISF Bokaro Unit established an Industrial Training Institute in August 1994 to enable wards of CISF personnel to get opportunity for technical education. It was built and managed under Central Welfare Fund. Rs. 84/- Lacs was spent towards the purchase of equipments and payment of staff. The centre was affiliated with the National Council of Educational Training with DGET vide their letter no. DGET/12(1)/1/96/TC Dt. 07-Aug-1996 for which the order was issued by Director of Employment & Training, Patna, Bihar vide their letter no. NIJI SANSTHAN-05/95/1753 Dt. 17-10-96.

The Institute had four trades of two units:

  1. Electrician
  2. Mechanic (Motor Vehicle)
  3. Electronics (Mechanic)
  4. Mechanic (Radio / TV)

The ITI was running well but in the year 1999, industries were passing through recession which affected the employment potential. For CISF, running an ITI was not the core area of their activities. The institute could not be managed & finally it was closed in the year 2000 and it remained un-utilized.

Revival under CSR

Bokaro Steel Plant with a vision of creating avenues for employment of Youth in and around Bokaro and also to ensure a steady flow of skilled workers for upcoming industries, decided to revive this closed ITI under CSR & run it through Bokaro Ispat Educational Trust, a Registered Public Charitable Trust.

  1. As the Institute was setup under Central Welfare Fund of CISF, a donation of Rs 10 Lakhs to the said fund towards their investment and 20% seat to the wards of CISF in the ITI was offered to them. They agreed and handed over the existing ITI to the Trust.
  2. A new Administrative Building was built and the Class rooms were renovated under CSR.
  3. The required tools and equipments were purchased from the fund made available through CSR.

Affiliation

The Trust applied for affiliation of four trades Electrician, Fitter, Welder and Mechanic Computer Hardware. In Sept., 2010, vide DGET- 6/34//18/2010 –TC (New Pvt.). The Sub Committee of NCVT under Directorate General of Employment & Training, Ministry of Labour, Govt. of India granted affiliation to Bokaro ITC for two trades of Electrician & Welder with one unit each from Aug., 2010 session.

Beginning

Bokaro Industrial Training Centre was inaugurated by Sri S. S. Mohanty, MD, BSL on 11.10.2010. The institute had following strength.

New Approval

To provide opportunity to more no of unemployed youth, it was decided to expend the ambit of the Bokaro ITC. Accordingly application was made in April, 2011 for affiliation of an additional 1+1 unit in Electrician and 2+2 unit of Fitter trade on 24.02.2012 DGE&T has approved the new and the additional unit w.e.f. February session. The strength is as below:
